The film is set in 1959 New York City and follows two World War II veterans who have returned as fundamentally changed men. The story centers on Rivner, a contemplative Jewish character played by James, and Boscolo, a larger-than-life Italian-American tough portrayed by Vaughn. Resistant to authority and unwilling to conform to societal expectations, the pair establish themselves as a bookmaker and enforcer, operating a lucrative underground gambling enterprise. Their venture flourishes until they become entangled in a brutal territorial conflict between the Mafia and an Irish gang, ultimately forcing them into a desperate struggle for survival.
